Force Testnet on Paseo Schemas to Match Mainnet

With #2057, mainnet schemas are now included in the Genesis for the development builds of Frequency.

Should we apply mainnet schemas to testnet as well? YES

Would:

• Overwrite any schema ids that match mainnet schemas
• Need to be re-done with any new mainnet schema approval

Also:

• Start schema id at 16_000 for dev images and update testnet to also restart schema ids at 16_000

Would not:

• Overwrite schema names if additional schemas with the same name were added to testnet
  • Perhaps this is undesirable
• Overwrite any schemas greater than the max id of mainnet
• Be automated

• Note that not having these match is good for testing and making sure applications are correctly handling different environments
• Note to make sure that the override doesn't break any thing or clear that it can happen in the docs.
• What about testing newer schemas and those test schemas would NOT match the final mainnet (and post-mainnet) testnet schema ids?
• Schema names vs ids?
  • If developers are encouraged to use schema names, then why have the id or reference the id?
    • Id is the primary identifier
    • Needed to track separate announcements on chain and delegations
  • Along with this can we remove the option to not have a schema name?
  • Schema name purpose is to help the human understanding
• We could
  • Remove all the current schemas and then crank up the max schema id to say 500 so that new testnet schemas were id 500+

• Suggestion: Should the schema id counter start at a higher number?
  • Easy way to make sure that there isn't confusion and issues with upgrading to new versions of Frequency dev with those schema ids used.
  • Start at id 1000 for now (update testnet to also restart at 1000)
• When would the Testnet overwrite happen?
  • After a schema is approved on Mainnet
  • Who: A testnet administrator with sudo powers
