Add dependency on ´freqeunz-api-common´ again #91

The SDK has been updated to use a newer version of frequenz-api-common. Therefore, we can reintroduce the dependency on frequenz-api-common again. It was removed in #65 to make the frequenz-api-weather compatible with the Frequenz SDK.
