Adding .css file to a group in groupConfig #266

What steps will reproduce the problem?
1. Create a group for css files using groupConfig
2. Run a web template that uses that group
3. Add a css file to that group (in groupConfig)
4. Rerun the same web template and nothing changes. It is neccessary to make 
any changes in the .css files of the group to force the browser refresh the css 
files of the group.
