Add 100-level-notification #8

Every 100 levels a player should get congratulated. Check summoner level in db and compare with summoner lvl after game. Ez pz!

Fixed in 43b3fa10217ae1c45b38a6348dbf8d948abb3084 The notification is also capable of checking other milestones.
