Jobs definition in dhall #17

Currently, this role expect jobs definitions as yaml filles in a configurable directory. This would be nice to have dhall types for jobs to make the definitions less error prone and provide some templating for typical jobs (for instance the staging reloading).

Note that this project should not host helping functions of a specific organization.
