bug: remove jobs from root when no group specified

When no rundeck_jobs_group is specified jobs are created at the root of the project which is expected but:

• no cleanup of removed job is done due to wrong default
• when fixed it removed jobs from the project not in root namespace

This PR addresses those two issues
