Raster/Cog support? #124

sidenote: amazing work on the licensing 🖤❤️!

Would there be interest in having raster/COG support? I'm currently finishing off an async derivative of image-rs/image-tiff here, based off of georust/geotiff#13. Additionally, I'm working towards including said reader in bevy terrain. Since they both use bevy and I'm interested in making a cogreader for bevy (as part of my thesis).

Would a PR for raster support be accepted?

I would LOVE raster support. That would be so great to have as a feature and would a PR would definitely be accepted!
