enabling github-discussions

I believe it would be good to enable github-discussions to split issues (real problems) and ideas/questions

so ideas like this one don't have to be marked as an issue

I agree, it's a good feature to have. Unfortunately I can't change settings here, but if @frewsxcv agrees we could certainly have it soon.
