Writing this in a better format:

Time based mutes(e.g.: ;;mute @User#0000 30 mins)
Muted users are stored in a database as to prevent mute evasion
A vc argument to mute someone in a voice chat, probably take that permission from the person as well
A ;;unmute command

Originally a point system for the mute system was suggested, but I'm meh on that.

A bot shouldn't try to be a one-size-fits-all solution. If what you're after is moderation commands, there are a bunch of moderation bots out there.
