Add new block won't always open #285

Add block windows shows always when user clicks anywhere inside a timetable. The window should show only when everything else is closed.

Several possible solutions have been tried but none of them seem to work. The problem is not only with issue itself but with existing components and how React works itself.

This issue is for better user experience and is not a bug.
