[Feature] EHR and hit chance vs enemies calculator tool #112

Motivation

I usually have to go find the ehr formula and then look up a character's hit chance and any buffs they have and then run the calculation and then second guess myself

Objective

Would be nice to have a tool that calculates the chance to land a DoT. Select a character, select an enemy or select a RES option, and the tool just calculates the percent for you. Possibly also have selectors for teammate buffs that affect the hit chance

Add the new page to the Tools menu here
