Support tableschema 1.1.0, expose infer options in the public api

Please switch from the infer_options named argument to the **options/kwargs to have the same API between tableschema/datapackage.

I'm away so to release we need

• update and merge this PR
• create vX.X.X commit containing changed datapackage/VERSION and readme's changelog (if needed)
• create release on Github with title/tag vX.X.X
• Travis will do the rest

@serahrono probably works these days and will be able to assist with release if needed (she has released libs already)
