Add deprecation warning on README #283

Overview

Hey there! While tinkering with the Frictionless ecosystem, I've been confussed by which Python package to import if I want to use the Package class.

Since I believe https://github.com/frictionlessdata/framework is the one getting developed, this one could have a deprecation warning redirecting to it.

I noticed the warning is on PyPI, so it would be cool to have it here too!

Please preserve this line to notify @pwalsh (lead of this repository)
