Remove and ignore .ruby-version #26

It's not the best practice to commit .ruby-version for a library, since developers will be working with it across multiple modern ruby versions.

The required_ruby_version set in the gemspec should be sufficient.

Coverage remained the same at 99.454% when pulling da85da2c40158886aba024022a67f8490f1402d0 on reidab:remove-ruby-version into 0675a5c3306b14ea568c3fadcaa748fa2cf12326 on frictionlessdata:master.
