Validation failures in PRs shouldn't change the badge status #301

For example, the job https://goodtables.io/github/vitorbaptista/birmingham_schools/jobs/9 is a PR on https://github.com/vitorbaptista/birmingham_schools/pull/2. This PR wasn't merged, but the badge is currently as a failure because of it.
