Populate datapackage metadata from UKDS OAI API #3

UKDS expose an OAI-PMH endpoint at http://reshare.ukdataservice.ac.uk/cgi/oai2. We can use Sickle to query the API and retrieve dataset metadata results corresponding with Dublin Core Elements. These can be used as the basis for populating the datapackage metadata.
