I've had a go at this,

the invalid escape sequence '\s' error seems to have been fixed upstream by #240 ,
and was able to trace the answer to my question on moving pylama to tox to https://github.com/okfn/oki-py/pull/12.

I think this is good to go, please take a look, @brew
