Update dependencies on conda #272

It seems like something changed in the dependencies for this package, but it maybe didn't get updated in conda-forge? After updating and/or re-creating our environment for PUDL, the software is broken because some of the tabulator dependencies are no longer satisfied (e.g. boto3). If the missing dependencies are installed manually via pip it works, but this will cause our conda packaging to fail.

Thanks @zaneselvans for the heads-up. Yea this conda packaging workflow is extremely fragile... I'm fixing it now - please try again

Seems to be working now, as of tabulator 1.26.1 from conda-forge
