Most of the Reports use UTC.

[x] It would be nice to display the validity time for the report in the users local time. Most are served in UTC (Example: 2020-12-12T17:00:00+00:00)
[x] The region AT Vorarlberg and DE Bavaria seems to be served in CET. (Example: 2020-12-13T07:40:00+01:00</caaml:dateTimeReport>

At the Moment in avaRisk the "Valid Time" UTC/CET-Mark is wrong at all. Needs a fix.
