Harbour Compatibility Decision #21

It looks, like the new "WebView" is not compatible with Jolla/Sailfish Harbour. It is used at the moment by the "How-To" references to load the education topics form "avalanche.report" in the app. The Webpage does not load in the much to old "SilicaWebView"-Component. It has to be decided if: a) Harbour Compatibility stays broken and the app is withdraw from harbour b) Remove Know-How section rendering in the App and only list links to be opened in the browser c) Maintain two versions of the App only for SailfishOS

To keep Harbour Compatibility meanwhile the "Know-How"-Links will be opened in the Browser, not in a embedded view in the App.
