Add region: Norway #27

I've been informed, that there is a API for the Norwegian avalanche Reports. https://api01.nve.no/hydrology/forecast/avalanche/v6.0.0/swagger/ui/index

'Langkey' '2' is English e.g. 'RegionID' '3010' is 'Lyngen'

For Example this is a report in English for region code 3003 and Langkey 2 (some parts in English) https://api01.nve.no/hydrology/forecast/avalanche/v6.0.0/api/AvalancheWarningByRegion/Detail/3003/2/2021-02-04/2021-02-04
