Always port busy on 32 bit system #71

What steps will reproduce the problem?
1.Plug in serial device 
2.Try to open port  
3.

What is the expected output? What do you see instead?
Should connect to port, but get the message "Port busy"

What version of the product are you using? On what operating system?
Windows XP on 32 bit and Windows 7 on 32 bit, jssc 2.6

Please provide any additional information below.
Everything works fine on Windows 7 on 64 bit
