Oops, I mixed two local branches.

This pull request now contains two commits:

one commit of a previous pull request: https://github.com/friendica/red/pull/899 and
one commit where I changed the help page for beginning developers.

I just removed my previous pull request https://github.com/friendica/red/pull/899 It has this comment:

This usage is now closer to the original usage of http://ndabas.github.io/toc/

Changed:

jquery.toc.js: Do not check for empty headings
bbcode.php: Added processing of [toc] with parameters
main.js: Use the default params for jquery.toc.js
bbcode.html: Added more help for [toc] and corrected some html
