Create floating window for IDLE #6

Similar to Thonny's assistant

create a tkinter floating window to display the various items (what(), where(), etc.) of a traceback.

Closing this as I might instead consider writing an IDLE extension of some sort. This floating window idea might not be the ideal approach.
