Use caplog from pytest 3.3 #46

Version 3.3 of pytest now supports capturing and verifying logging messages. That's definitely useful for a bunch of tests in the suite and those tests need to be noted and adjusted to leverage this feature stat!

We'll need to coordinate with pytest-dev/pytest#2977 before this is even usable.
