Clock at 64MHz for no reason #6

Using a 16MHz crystal and the 4x PLL.

Will require minor changes to the SPI setup as we will have to derive CLK from timer2 rather than the main oscilator.

Timer1 will still be run from the 32.768kHz crystal for maximum accuracy.
