Implement better filtering for featured and recommended drinks. What "better" means is TBD.

I am consolidating the "feature menu" issues here. All basic implementation of the feature system has been added but the home page has not been configured in any way to only show featured drinks. How this will work is still TBD. What I do know is that we want there to be no white "featured" stars if features are the only thing on the home page.
