TIMELINE. czech localization should be in the utf8 encoding #182

timeline's labellers.js file for czech language uses iso-8859-2 or
windows-1250 encoding (their representation of used characters is identical).
however, utf-8 seems to be more appropriate and also consistent with other
localizations.
