[x] Button to report a user from (chat or) search
[x] Adds user to reported table in DB
[x] Map reported users from reported table on admin/moderator board
[x] Add email/phone to a blacklist table in DB if report is accepted
[x] Remove user from DB
[x] Register new user checks against blacklist table
[x] Remove user from reported table
