use the layer palette to adjust the z order of layers #1023

alternatively or additionally, add an "active" checkbox to each layer. Inactive layers don't respond to mouse events (the top/bottom/both button is a shortcut)

one small problem is that there would be layer palette activation configurations that would not match top/bottom/both. Do we make a fourth state for "other"? Is access to the layer palette a menu subitem off the top/bottom/both button?
