issues #347 obsolete.py improvements #348

This pull request is the code described in Issue #347 to improve obsolete.py in a variety of ways. Testing data is in the issue.

I've screwed this up and deleted the branch I created it from so I will close this and submit a corrected pull request hopefully done correctly!
