Prevent repeated submissions #49

- Prevent repeated submission – on a dataset by dataset basis
- Specified by number N in time T
- Administrator can allow extra for individuals i.e. for a period dT the
user will be allowed M extra submissions
- The exception must be removable/editable at any time
