Add an option to disable new registration #22

On some(most?) instances you dont want any new users, so it would be good to disable new user registrations.

Yes, this is true. But maybe not deactivating registering completely, but using special role which needs to be activated by $admin for new users. Without that role they only see / can do, what unregistered can do.

I find this feature very important. Otherwise, when you serve PU public for view only, everybody is able to register and mess up your data.
