Reingest PoC data into SB2

• [x] Step 1 - redeploy the platform with current Main branch. Fastify and FastJSON are required. Rule 024 and rule 026 are also required.
• [x] Step 2 - Scrub existing pacs.002 data and evaluation results
• [x] Step 3 - Roll the timeframe window forward to anchor the evaluation window around NOW().
• [x] Step 4 - Commence the ingestion of pacs.002 messages from the source data.
