Bug fix for TMS not retrieving data from redis always retrieving from arango #292

Story statement

As a Developer of eKuta, I want TMS to use Redis data after being stored, So that The platform can gain more performance And so that The platform no longer reports the call of Arango if Redis has related data

Acceptance criteria

  1. The Platform will log the call of Arango if Redis does not have related data

Might be fixed by the resolver of https://github.com/frmscoe/General-Issues/issues/144

09/10/23 resolver of https://github.com/frmscoe/General-Issues/issues/144 didn't not fix the bug
