Our latest benchmarks showed a decline in performance when using the system.

We are going to restore to the revision of the system where previously we reached max FTPS and do comparisons.

[x] - Determine stable revisions near previous max FTPS
[x] - Redeploy Stable Processors
[x] - Redeploy Stable Rules
[x] - Rebalance Scaling Recipe
