Investigate why processor deployment is not guaranteed #309

Story statement

As an EKUTA platform operator, I want assurance that a processor deployment will be successful, So that I can rely on the processor's availability when it is required.

Acceptance criteria

  1. Figure out why processors (specifically a new version of an existing processor) do not always deploy successfully
  2. Design an alerting mechanism for a failed processor deployment, or
  3. Design a report as part of the deployment processor that shows if a processor was not successfully deployed
