Update actions in CI pipelines #338

Story statement

As a maintainer of the platform I want up to date versions for the actions in CI pipelines **So that I am never too far off from updates which may offer a vast set of improvements (perf, security)

Acceptance criteria

  1. Setup dependabot on workflows so we have an alert on when new versions are available
  2. Update all processors to the latest versions of these actions
  3. Make sure the actions on npm projects utilise a frozen lockfile
