chore: ArangoDB setup and Postman environment update

• Updated collection to limit configuration to rule 901 only (based on access to public-only repositories by default)
• Updated {{arangourl}} to {{arangoUrl}}/ in all test paths to match current environment file variable used for QA testing
• Created a new Tazama-LOCAL environment file based on more complete QA environment files
• Removed old environment files
• Renamed ArangoDB to 1-ArangoDB-setup
• Moved indexes to a separate folder: 2-Create-Indexes
• Moved config POSTs to a new folder: 3-ArangoDB-Default-Config
• Moved "tests" to a separate folder: 4-ArangoDB-Setup-Tests
• Updated existing Indexes folder name to 5-Fetch-Indexes
