It sounds like the EV effect flag isn't implemented; there may be others too.

[x] EVs: "Road vehicles use electricity instead of fuel and 4x more energy efficient"
- This was just implemented with effects and removed as a flag
[x] ClosedBorders: "Limits cross-region migration."
[x] HyperResearch: "Research points are much cheaper"
