A problem here is that if you end up with 0 political capital you can't do anything so the game is kind of over anyways.
We could do something where you have different "lives" and each time you go below 0 political capital you lose a life but get a small infusion of new PC to keep going. Maybe each ally you get yields you a life, and they give you some PC when you go below 0.
It's how most players lose, it's a bit limiting because then you tend not to spend PC, it's often very jarring and sudden and players don't understand why they lost
