Events from end of previous cycle may trigger only at the beginning of next cycle #289

These events should have been triggered at the end of the last cycle, but appeared at the beginning of the next cycle, before the year progress bar started moving. It may even be that some events get shifted to the next year within a cycle but I am not sure about that and am not sure how to reproduce. It seems random.
