Some projects can be halted immediately, some take time...some can't be stopped? What does it mean to "stop" mass electrification?

Seems like we can just break it down like this:

Policies can always be stopped
Infrastructure can only be stopped while they're building (this means removing all infra points); otherwise you're stuck with them
- With the exception as those marked "ongoing"
Research can only be stopped while in progress (again, means removing all research points)

So the only changes then are that policies and ongoing projects can be stopped
