Cursor not displayed on either side of an image #3583

Expected behavior.

Cursor should appear on either side of image.

Actual behavior.

Clicking on either side of image does not show cursor.

Steps to reproduce the problem.

Insert image
Click on either side of image to change cursor placement

Editor version.

Reproducible in both 2.9.6 & 3.0.4

OS.

macOS 10.14

Browser.

Google Chrome
