Decrease indentation doesn't work on second element of a list #3680

Expected behavior.

Indentation of the second item (test 4) in the nested list should decrease and item should get back on the fist level of the list.

Actual behavior.

Indentation of the second item (test 4) doesn't decrease.

Steps to reproduce the problem.

There are two different ways to reproduce the problem.

1. With toolbar buttons only KRXodgR4ev

Create a list of 4 elements.
Increase indentation of the last 3 elements
Decrease indentation of the last élément
Decrease indentation of the third élément
Decrease indentation of the second élément
Increase indentation of the third élément
Decrease indentation of the last élément

2. With toolbar buttons and keyboard B8rW3knpBk

Create a list of 4 elements.
Increase indentation of the last two elements using <tab> keystroke
Decrease indentation of the last élément using toolbar

Editor version.

V3 (I used online démo)

OS.

Windows 10

Browser.

Chrome Version 77.0.3865.90 (Build officiel) (64 bits)
