Some toolbar popup text fields are only focusable upon pressing halfway down the field on touchscreen, bug #3807

Expected behavior.

On mobile touchscreen (not native app), ONLY for the Video button popup insert url and insert embed code, and, Embedly button popup insert url text fields pressing in those fields should be like all the other popup fields where we can press on anywhere within its border and it becomes focused.

Actual behavior.

Only for those two popups, and their fields you need to press halfway down or more in the field for it to become focused. Very bad user experience when trying to focus these fields

OS. Android 8.0

Browser. Chrome 79.0.3945.93

I have not yet been able to inspect the html on my phone to see why this is yet
