linkAlwaysBlank removes the UI for customizing option #4020

Expected behavior.

I would expect the linkAlwaysBlank to set the option for target=_blank to true by default. But not to remove the entire UI for customizing this option.

Actual behavior.

linkAlwaysBlank does indeed set the target to blank by default but he UI to customize this is also completely removed leaving the user with no way of changing it if needed.
