Unable to use export feature

Database got 20,000 users. Since it is not able to run export directly, the max and offset is used. But no matter what input, it doesn't work, except, max = 3000 and offset = 3000. It will only export some of the data. And I am going to set offset to the next 6000 user, then, it die. What should we do to download data by patch?

In my case, it is not able to run export users (not any options) who just 60 memebers
