Fics can be added by anyone #2

The add fic link should only be visible to logged in users. And after that, we need to refine it so that it's only visible by the next user in the cycle. In fact, the next user should probably just see the new fic form at the end of the story's show page.

Fics can now only be added by the next collaborator in a story's cycle.
