We are not evaluating the similarity of CDEs that are from the same data dictionary. When this is enabled, it leads to many false positives where there are a series of highly similar questions with nuanced meaning (and thus are obviously not harmonizable).
It seems that there are certain data dictionaries where there is a reasonable possibility that CDEs may be harmonizable with other CDEs in the same data dictionary. This means there needs to be a feature where you can enable intra-data dictionary comparisons on only specific dictionaries.
